an officer is confirmed in the rank of Lt Cdr (ie, after 11 years of service), her/his
potentials are well established and there can be almost no significant
development after that. So, by that time the Navy should be conversant about
what is achievable, by an individual and her/his career may be allowed to grow
following such predictions. Fortunately, the Navy already has a set of regulations
and associated practices to support that, what remains is to align those to suit the
time with strict and meticulous application.
