A Suggested Frame ...
g. IMMSAREX to be Continued. The suggested IONS MSAR framework
when adopted needs to be practised and testified time to time. In this regard it is
mentionable that IMMSAREX-2017 was conducted in Bangladesh water from
25-29 November 2017 with the participation of IONS countries. Such endeavour
should be continued in future for further enhancement of the organization.
How the Suggested Framework will Benefit IONS Countries. The adoption of
the suggested MSAR framework will render numerous benefits to the IONS
countries being common users of Indian Ocean. Following points are relevant in
this regard:
a. A quick response will be possible in any emergency situation in Indian Ocean
where, in most of the cases, it would affect IONS countries either for goods or
carriers or personnel.
b. Good order in the Indian Ocean may be maintained in a collaborative way
which would ease out burden on any specific littoral.
c. An IONS country for any maritime emergency will not have to fall back to any
foreign nation rather can directly put forward it to IONS Chairman.
d. Interoperability would improve significantly among the IONS Navies.
e. Possibility of marine pollution due to oil/ dangerous cargo spillage may be
reduced in the Indian Ocean.
f. Economic activities in the Indian Ocean may be facilitated/enhanced by
implementing such collaborative framework.
g. The IONS countries will become closer to each other diplomatically.
h. At a later stage, SARIE-1/2/3 may be empowered to act against anti-piracy,
anti-smuggling and other maritime threats in the Indian Ocean.
j. Gradually, IONS may become an ideal role model organization for the world
in terms of effective maritime collaboration.
Conclusion
IONS has enormous potentiality to emerge as an ideal organization in the
maritime domain. The importance of Indian Ocean is an ever increasing one.
Accordingly, it is becoming an imperative to maintain good order at sea. No
individual nation can be absolutely capable of addressing all the MSAR situation
effectively. A maritime collaboration in this case would work very well. IONS
had been doing excellent in terms of research and development. The organization
has proved itself as a sustainable one since 2008. It would be therefore prudent
